The European Commission proposed a comprehensive new Energy Policy that includes a cut in greenhouse gas emissions by at least 20% until 2020. Designed to combat climate change and boost energy security and competitiveness, the proposal has ambitious targets. In his State of Union speech, President Bush outlined plans to reduce gasoline consumption by 20% over 10 years. Bush called for a raise in the mandatory renewable fuels standard from 7.5 billion gallons to 35 billion gallons by 2017.
